Bipartisan Infrastructure Law Provides Key Investments in Workforce Training To Help Fill the Millions of Good-Paying Jobs it Will Create

Build Back Better Act Would Build on Those Investments With $24 Billion for Workforce Training

WASHINGTON, D.C. — Today, President Biden visited the Dakota County Technical College in Rosemount, Minnesota to discuss the recently-signed Bipartisan Infrastructure Law. Not only does the Bipartisan Infrastructure Law create millions of jobs to rebuild our infrastructure and fix our supply chain, it will also make much-needed investments in workforce training to fill those jobs.

Workforce Development Is Sorely Needed As Employers Report Difficulty Finding Skilled Workers: 

Professor of Public Policy at Georgetown University, Harry J. Holzer: “The pandemic has left millions permanently laid off or out of the labor market; they need new skills and job search assistance to get well-paying jobs in construction or other “high-demand” sectors like health care, advanced manufacturing, IT and transportation/logistics…Effective workforce services could help raise US productivity and reduce inequality.”

McKinsey & Company: “Almost 40 percent of American employers say they cannot find people with the skills they need, even for entry-level jobs. Almost 60 percent complain of lack of preparation, even for entry-level jobs. On the other hand, this “skills gap” represents a massive pool of untapped talent, and it has dire consequences, including economic underperformance, social unrest, and individual despair.”

Chamber of Commerce: “Finding skilled labor continues to be a challenge for contractors. This quarter, 88% of contractors report moderate-to-high levels of difficulty finding skilled workers. Of those, nearly half (45%) report a high level of difficulty.”

The Bipartisan Infrastructure Law Will Invest in Training Programs to Support the Jobs of the Future: 

  • The law will invest in workforce development programs to train workers in clean energy jobs, transportation jobs.

The Build Back Better Act, if Passed, Will Build on Those Investments: 

  • The Build Back Better Act includes a $24 billion investment in workforce training, including $5 billion to expand workforce programs at community colleges and $5 billion for job training in high demand sectors like clean energy, manufacturing, and caregiving.
